Can minors apply to an ipo ?

A minor is eligible to apply in an IPO if one have a demat account and to open a demat account, one needs to have a PAN card. Under normal circumstances, a minor will not be issued a PAN card because he does not earn. But on the behalf, the guardian can apply in name of minor.
