Can my wife apply for PAN card with supporting documents which has her previous surname (before marriage)?

To apply for PAN Card with your wife’s after-marriage surname; you would need one of the additional documents as below:
Marriage certificate issued by the Registrar of Marriages or
Certificate of identity in Original signed by a Member of Parliament or Member of Legislative Assembly or Municipal Councilor or a Gazette officer, as the case may be (in prescribed format)
It is recommended to apply the PAN Card with her new name (after-marriage). This will make all your future transaction easy.
Note that if you wife already have a PAN Card or PAN Number, you will have to request for change/correction in PAN Card. Be very careful not to have two PAN numbers for same person as it’s against the law.
