Can Ration Card be used as ID Proof for applying PAN Card?

For getting new PAN Card for my mother, the only proof I am having is her ration card. Will this be sufficient? Can PAN Card then be used as photo identity along with the ration card? If the Ration Card having photograph of your mother as an Head of Family then it can only be used as an ID proof. But you will still have to provide another document for her date of birth proof and address proof. The list of documents allowed is available along with the form for PAN Card.
